Emergency Management/Preparedness and Public Safety Exercise Development and Consultation

CEO Jeff Rosenheck has extensive knowledge and experience in emergency management. Holding a MS in Emergency Management from Elmira College in Elmira, NY, Jeff progressed his career by serving local communities as a Firefighter, EMT, EMS Supervisor, Dispatcher and Emergency Manager – both for a municipal county in Pennsylvania and for a leading healthcare system.

In addition to his degree, Jeff is a PEMA (Pennsylvania Emergency Management Agency) certified County Coordinator at both the basic and professional levels utilizing the guidelines of the newest Pennsylvania certification standards. Training courses within this program include exercise development, EOC Operations, Incident Command, Media and Public Relations Management, Weather Preparedness, and other Emergency Management topics.

During Jeff’s tenure with municipal government, Jeff served as the coordinator for more than 50 municipalities and has been instrumental in creating, developing and reviewing county emergency management plans, daycare plans, nursing home and personal care home plans, dam planning, facility plans, and related documents. He has also worked on creating NARMs and COOPs that each organization should have on hand. Jeff has also developed and trained an EOC staff using the hybrid ICS-ESF model with great success.

In addition to planning and document work, Jeff has also authored dozens of exercises, developing unique situations made to test set objectives specific to facility emergency plans and preparedness. Exercises included multi-jurisdictional incidents, active shooter incidents, fire and evacuation scenarios, Hazardous Materials scenarios, and much more. In May 2024, Jeff was the primary exercise designer in a mass casualty exercise that included more than a dozen agencies and over 30 live patients. Jeff’s exercise experiences include creating exercise handbooks, exercise documentation, and After Action Reports.

Beginning in September 2024, Jeff is expanding Lifesaving Outreach Services by sharing his knowledge and expertise in the field with local governments, healthcare and long term care facilities, schools, emergency service organizations, private business and industry, community organizations and other agencies looking for assistance in Emergency Preparedness Planning and Exercise development.
